Settlement: Northwest Territories

Settling in Northwest Territories

What Northwest Territories itself decides: who its public health plan covers and when coverage starts, how long you can drive on the licence you have, how a child is enrolled in school, and who helps for free.

35 facts from 22 official pages, checked by October 21, 2026. All places

General information about living here, not immigration or legal advice, and not part of your assessment. Each sentence below is ours; the link beside it goes to the official page we read it from, with the date we read it. Rules change, and the official page is always the one to follow.

Global Compass receives no payment for any link on these pages, and no organization pays to be named here. If a paid referral is ever added, it will say so on the line itself.

Public health insurance

Who the public plan covers, when coverage starts, and what to do while you wait.

What IRCC says, wherever you settle

  1. A person is eligible if they are lawfully entitled to be or remain in Canada and make their home in, and are ordinarily present in, the NWT (at least 153 days a year).

  2. Permanent residents apply with a copy of their PR card, front and back.

  3. Foreign nationals apply with a copy of a study permit (with confirmation of school enrolment) or a work permit or other immigration document; the page states no minimum permit length.

  4. People in Canada on a work permit, study permit or other immigration document are told to contact the Health Services Administration Office about their eligibility.

  5. Tourists, transients and visitors should not apply.

  6. One application covers the applicant, a spouse or partner, and dependants.

  7. People moving from elsewhere in Canada become eligible on the first day of the third month after the month they became residents (arrive July 4, covered October 1).

  8. Under the Medical Care Act (physician services), every resident becomes eligible on the first day of the third month after becoming a resident, subject to the Act and regulations.

  9. Under the Hospital Insurance Regulations (hospital services), a resident is insured after three months of continuous residence.

  10. The same regulations exempt from that hospital waiting period a resident who is a permanent resident under IRPA and is not eligible for insured services from any province or territory.

  11. The territory's immigration site describes the rule simply as residence after 3 months.

  12. Applying is free.

  13. Applicants also send two documents showing their name and current NWT home address.

  14. The card takes about six weeks to arrive.

  15. For any gap before coverage, the territory's immigration site points to private insurance companies.

  16. The health department recommends travel insurance for emergency medical travel before NWT coverage takes effect, if the employer gives no medical travel benefits.

What we could not confirm on an official page

  • Whether a new permanent resident is covered for a doctor's care immediately is not settled: the Medical Care Act applies a third-month start to every resident, while the hospital regulations exempt permanent residents who are not insured elsewhere. Ask the Health Services Administration Office.
  • No page states a minimum permit length for a work or study permit holder, or whether their family members are covered. The form asks only for an intention to stay more than 12 months.

Driver’s licence

How long a licence from home can be used, and how to exchange it.

What IRCC says, wherever you settle

  1. After moving to the NWT, a driver has 30 days to transfer their licence, in person at a driver and vehicle office.

  4. A foreign licence can be exchanged only if the country is eligible; the page publishes no list and tells drivers to ask their local office.

  5. Drivers who cannot exchange must pass a knowledge test for a learner's permit and a road test.

Information for foreign nationalsChecked October 21, 2026

Information for foreign nationalsChecked October 21, 2026

What we could not confirm on an official page

  • No official list of the countries whose licences can be exchanged was found.
  • The licence transfer page shows two different fee schedules, so we give no fees. Ask a driver and vehicle licensing office.

Children’s schooling

Enrolling a child, the documents schools ask for, and when fees apply.

What IRCC says, wherever you settle

  1. Under the Education Act, a resident of the NWT who is a Canadian citizen, or lawfully admitted for temporary or permanent residence, or the child of such a person, is entitled to the education program.

  2. No tuition is charged to a student registered at a public or public denominational school in the district where the student lives.

  3. A school may admit a child whose parent does not live in the NWT and may charge that child tuition.

  4. A parent who arrives after the school year starts must register a child aged 6 to 15 within 30 days of becoming a resident.

  5. In Yellowknife, the public district (YK1) has parents download a registration form and bring it to the school or the district office.

    Register NowChecked October 21, 2026
  6. YK1 registration is not complete until the school receives a copy of the child's health card and birth certificate.

  7. Yellowknife schools have a free IRCC-funded Settlement Workers in Schools (SWIS) program for newcomer students and parents.

What we could not confirm on an official page

  • No territorial page gives the fees for the child of a visitor, and only one city's registration procedure was found. Ask your education body.

Free help for newcomers

Settlement agencies paid for by government, and who can use them.

What IRCC says, wherever you settle

  1. The welcome guide was published in January 2020, so its provider details may be out of date.

  2. According to the guide, settlement providers help with job searches, applying for health care and opening a bank account, and IRCC-funded settlement services were available only in Yellowknife.

  3. The guide says Aurora College's Integration Office gives free settlement services to permanent residents, Live-in Caregiver program participants and Convention refugees.

  4. Free LINC English classes run only in Yellowknife and are open to the same groups.

  5. IRCC's NWT page points newcomers to the territory's welcome guide.
