Settling in Quebec

What Quebec itself decides: who its public health plan covers and when coverage starts, how long you can drive on the licence you have, how a child is enrolled in school, and who helps for free.

General information about living here, not immigration or legal advice, and not part of your assessment. Each sentence below is ours; the link beside it goes to the official page we read it from, with the date we read it. Rules change, and the official page is always the one to follow.

Public health insurance

Who the public plan covers, when coverage starts, and what to do while you wait.

  1. A permanent resident qualifies as a "person settled in Québec" (main residence in Québec, present 183 days or more per calendar year, and an eligible status).

  2. Holders of an open work permit are generally not eligible.

  9. Each family member registers with their own form and documents.

  10. People coming to Québec for 6 months or less cannot register for the plan.

  11. Waiting period: for people arriving from another country, coverage usually begins after a maximum of 3 months.

  18. Some care is free during the waiting period, including care related to pregnancy, childbirth or termination of pregnancy (also care for victims of conjugal or sexual violence and for some infectious diseases).

  20. You must be in Québec, with a Québec mailing address, to register.

  21. Temporary workers and students attach the federal document authorizing their stay (work permit, study permit or authorization of entry).

What we could not confirm on an official page

  • RAMQ's page also mentions children under 18 staying more than six months, but that line contains a typing error on the page itself, so we leave it out. Ask RAMQ.
  • No list of the documents a temporary resident must provide, beyond RAMQ's examples, could be checked: the application is an interactive form.

What we could not confirm on an official page

  • One Quebec page says a minor child of a temporary worker needs a work permit, which looks like a slip for a study permit. Follow IRCC's own table.
  • The exact fees charged for the child of a visitor in a public school, and the full list of statuses exempt from fees in the 2026-2027 school budget rules, were not found in a form we could check.
