A post-graduation work permit is a separate IRCC decision after graduation, and depends on the institution, the program, the credential, the field of study and the date the study permit was applied for.
Permanent residence is a separate set of programs again. Canadian study and Canadian work can feed some of them; neither leads to one by itself.
